Futsal (Five-a-Side Soccer) is “The Way the World Plays Indoor Soccer” and is the international form of indoor soccer approved by FIFA and governed by USSF in the USA. It is played in all continents of the world by over 100 countries with 12 million players. There is a unique set of laws for this game, which excludes the offside law and prohibits slide tackling amongst a few other law differences from traditional 11 v 11 soccer. The game is played with 5 players on a team with 25 minute halves.

Games at this venue are played indoors on a court measuring 100 feet x 50 feet, slightly smaller than a basketball court.
Single Referee Call-In: 310-955-9905 option 1: Call-Ins must occur at least 1 hour, but no earlier than 4 hours, before the match start time so the Assignor knows that all single referee matches will be covered.

Futsal Referee Report (thanks to Scott Jarus!)
Pre and Post-match Tasks:
- Player check-in is covered by LAGSC staff. During the first week the staff will check in all team members and verify their memberships are current/waiver forms are signed and that payments have been collected before letting them on the court
- LAGSC staff writes in the blue ink items and the referee must insert:
- Referee Name
- Home Team Score
- Away Team Score
- Game cards are printed for each game for SBSRA referees to use to record the scores and misconducts. All yellow cards and red cards must be reported
- At the end of your shift, please turn those game cards into the LAGSC front desk staff
Rules:
- FIFA Futsal LOTG as modified by the LAGSC Futsal House Rules (dated 16 September 2024).
- Major changes to the House Rules from 2022 (dated 16 September 2024). We strongly recommend that you hand this page to all coaches before each game during September 2024.
- Tied games during the regular season end as ties.
- For Playoff games: at the end of the 2nd period go directly to penalties (penalty shoot-out) from the first penalty mark. All eligible players and substitutes can take part; reducing the number of players to match the opponent’s number is optional. No player can take a 2nd kick until all other players have taken a kick.
- Game length: 50 minutes (two 25-minute halves), 3-minute halftime. Each team may request one 60-second timeout per half; the clock continues to run. The Referee must keep the games on time.
- There are 4 field players and a goal keeper (GK) on the court at all times.
- There is no required ratio of females to males in coed games.
- Shinguards are not required. LAGSC has signed an indemnification clause protecting SBSRA referees.
- Balls hitting the ceiling or netting or a padded column are out of play. The game is restarted with a kick-in from the nearest touchline.
- No offside.
- The goalkeeper can only handle the ball (by feet or hands) for 4 seconds in their own half of the court. If they are in the opponents’ half, they have no time-possession restrictions.
- Once the goalkeeper has played the ball anywhere on the court, the goalkeeper is not permitted to touch it again in their half of the court if it has been deliberately played to them by a teammate without an opponent playing or touching it. Note this is only enforced for ages 14U and older.
- In lieu of a goal kick, the goalkeeper must return the ball into play by rolling or throwing the ball and cannot subsequently kick or dribble the ball.
- To encourage play development, in ALL YOUTH games, the goalkeeper cannot throw the ball directly across the halfway line (either after a save or from a goal clearance). Play is restarted with an Indirect Free Kick to the opponents from where the ball crossed the halfway line.
- To encourage play development, in ALL YOUTH games, a kick-off that goes directly into the opponent’s goal is not a valid goal. Play is restarted with a goal clearance by the opponents.
- Substitutions are made “on the fly”. Players entering and exiting the field of play must be within 5 yards of one another when substitution is made at the goal line or sideline in teams defensive half.
- During all restarts, the opposing team MUST be at least 5 yards away until the ball is in play.
- Slide tackles are not allowed; play is restarted with an Indirect Free Kick to the opponents (unless contact with an opponent is made and then play is restarted with a Direct Free Kick or Penalty Kick). An Adult player will be cautioned and shown a yellow card for the first offense. A subsequent slide tackle will result in a second caution and the player will be sent off and shown a red card. In ALL YOUTH games, cautions will not be issued for slide tackles that have no contact.
- The only exception to sliding, is if the goalkeeper attempts to clear the ball out of the penalty area. Also, a player can slide when there are no opponents close by. This usually occurs when a player is attempting to save a ball from going out of play.
- Intentional heading of the ball is not allowed in ALL YOUTH games. Play is restarted with an Indirect Free Kick to the opponents.
- Upon a team’s 6th accumulated foul in each half, penalty kicks will be awarded to the other team from the second mark.
- Teams switch halves for the 2nd period and move their substitutes accordingly.
Cautions/Ejections
- A player that receives a Yellow Card caution must exit the field of play and sit out of the game for 2-minutes until the referee signals the 2-minute penalty has been served.
- A substitution can be made for Yellow Card cautions, the game remains 5v5.
- A player that receives a second Yellow Card caution resulting in a Red Card must sit out for the remainder of the game.
- A substitution can be made for the player receiving a second Yellow Card Send Off after the 2-minute penalty has been served. If the opposing team scores during the 2-minute penalty, the penalty is released. Only eligible players are allowed to enter the game.
- A player that receives a “straight Red Card” must leave the field and the team must play down a player for the remainder of the game.
- Red Cards require the ejected player to sit out the remainder of the game from which the Red Card was received. The ejected player must also serve a one game suspension in the next scheduled game.
Notes:
- Referees are reminded that when a 4-second count is required, they must show this with a moving outstretched arm and verbally count the 4-seconds.
- Absolutely no food or drinks, other than water, will be allowed onto the field area.
- Wear your USSF Futsal badge at these matches as Futsal is affiliated with USSF.
- Game Fees are billed monthly. Referees are paid by SBSRA during the month following the month in which the games are officiated.
